  • Design HR policy and procedures, which are in line with hospital strategic direction.
  • Ensure maintain all hospital infrastructure to ensure optimal performance.
  • Develop agenda for hospital staff meetings and participate in problem solving and decision making discussions.
  • Ensure optimal performance of hospital support services, both him/herself and through responsible and appropriate delegation
  • Maintain a conducive relationship and open, frequent communication with the Hospital Director General
  • To be responsible for the effective and efficient administrative support services to facilitate health care service delivery.
  • To ensure that all administrative policies and procedures are in existence and implemented.
  •  Monitoring of the provision of all services within his/her areas of responsibility ensuring contracts adherence and the highest quality of service within contracts limits and specification.
  • To ensure the existence of a Human Resource plan, in conjunction with the HR Manager, and Hospital Director General, for Kiziguro Hospital to be adequately staffed to provide quality service and safe patient care.
  • To act as a secretary of the management team and carry out specific projects as required by the Hospital Director General from time to time.
  • Develop and implement a strategy to enhance staff motivation of hospital employees to enhance performance.
  • Develop an annual operational plan for optimal administrative support to health care services.
  • To ensure the existence and maintenance of a safe and clean environment for patients and staff of specific agreed standards.
  • Ensure that all hospital buildings and the grounds, all equipment of the hospital are cleaned and maintained to the specified standards.
  • To manage effectively and efficiently both hard and soft facility services, thus supporting patient care.

Financial duties

  • To monitor financial performance against the hospital budget and business plan, periodically review them and report to the Hospital management.
  • Design and implement standing financial instructions and protocols for the hospital.
  • Develop financial management policies and procedures relevant to appropriate funding, and develop business rules for the organization reporting.
  • Prepares budget variances, reports, profits and loss statements, and balance sheets monthly for analysis by the senior management and the Board.
  • The Director of Administration and Finance will advise the Hospital Management and the Board on investments, and report periodically the performance of the investments held.
  • Retain accounts payable records in an organized manner to ensure adequate documentations of contract expenditure.
  • He/she shall set out procedures and systems to regulate all stores including records for receipt of goods, issues/returns, losses and material management.
  • Develop and maintain a positive working relationship with internal staff and external agencies and work closely with different departments to create awareness on departmental expenditures and revenue collection.
  • To take a lead in the development of short and long term financial plans and focus on the development of organizational policy and strategic planning.
